This article aims to investigate the institutionalization of the nobility and the peasantry in the reign of Peter the Great. His reforms laid the foundations for the absolute monarchy in Russia. He was cable of establishing the regular army and fleet and consolidating the state apparatus. For the operation of this state system it was necessary to institutionalize each estate, the nobility and the peasantry. He institutionalized the nobility as a ruling class and the peasantry as a tax-paying class. The Russian government obligated the nobility to do state service for all the life and yet it was granted a monopoly on the ownership of land and serfs in the compensation for its service. At the same time Peter's government imposed military service and tax liability on peasantry. For the success of those policies Peter the Great had to bind the nobility to life-long service for state and fasten the peasantry on the land. To do so he took strong measures, but this task went to the his successors. The eighteenth century saw that the Russian nobles won their freedom from the galling obligation of state service and became a privileged class and the Russian peasants were more and more subordinated to his lords, Russian nobles. In conclusion the estate system in Russia made its appearance in the process of the struggles against the external aggressions and the formation of the Russian absolutist state.
