This study is to suggest the support programs for reintegration into community of incarcerated women, as the one of counterplans to control the repeated offenses of women criminals. For this purpose, the researchers inquired the trend of the women crime, a change in the number of women prison inmates, the difference in needs and features between women prison inmates and men prison inmates, the victimization of incarcerated women in childhood and adulthood, and the needs of incarcerated women on surrport programs for rehabilitation. We analyzed the formal statisics data on crime and convicts in prison, and the survey data on many special program needs and victimization from 275 women convicts in five prisons and 240 men convicts in two prisons.
Major findings from the present study can be summarized as follows.
1. Based on the formal statistics data, [Crime Analysis] published by the Supreme Public Prosecutors Office, although the rates of women arrests in total arrests(16.8% in 2004) were low as a level with 1/5 of men arrests, the increasing rates of women cirme were high than these of men crime in 2003 and 2004. And the rates of women in total incarcerated persons have also increased since 1990 because of the increasing of women crime compared with men crime.
2. The incarcerated women were impartially distributed in all age groups compared with the men. Crime patterns of them are concentrated on fraud, embezzlement, homicide, theft, etc.. The rates of short imprisonment of three years and less in them were high than the incarcerated men. And their percentages of first offenders were very high than incarcerated men's. In sum, incarcerated women generally commited less serious crimes and so had relatively a high correction ability than incarcerated men.
3. According to survey data analysis, there is not a statistical meaningful difference in vitcimization such as physical, emothional, and sexual abuse in childhood between incarcerated women and men. But there is a statistical meaningful difference in vitcimization as emothional and sexual abuse in adulthood between them. Incarcerated women, having victimization such as physical, emothional, and sexual abuse in childhood or adulthood, appered a high possibility of iliegal acts such as drug abuse or prostitution compared with them not having it. And more than half having victimization have experienced physical, or emothional problem. That is, victimization may have acted as stressful life factor.
4. Female victims in prison have special needs on support programs for their rehabilitation. They above all want to be assisted in 'securing safe and affordable housing' and 'the cost for a minimum standard of living'. In contrast, female non-victims in prison want to be assisted in 'vocational training programs' and 'getting a job'.
5. We suggest major five support programs for reintegration into community of incarcerated women.: ①expansion of facilities that service lodging and boarding for rehabilitation of incarcerated women, ②mental health treatment service, ③academic and vocational education, ④ assistance in safe and affordable housing, and ⑤support programs keeping incarcerated mother and their child together.
