This study aimed to examine the best cases of employment and vocational rehabilitation programs for deaf and hard-of-hearing (D/HH) people in developed countries. Through a focus group interview with experts and practitioners, this study sought to develop a training model that can contribute to expanding employment opportunities for D/HH people. Therefore, this study investigated the best cases of employment and vocational rehabilitation programs in the United States, the United Kingdom, Australia, and New Zealand.
Based on the results, this study proposed future prospective jobs that are suitable for D/HH people and a training model that considers the characteristics of D/HH people and their needs, which included vocational rehabilitation, self-advocacy skill education, courtesy education, and foundational education. More specifically, a vocational rehabilitation program should include training for the core skills that are required for future prospective jobs, job exploration programs for school-aged D/HH students, vocational rehabilitation training that meets the real needs of D/HH people, and vocational education that is connected with educational institutions, including universities. Self-advocacy skill education should involve disability/deaf awareness education, problem-solving skills education, and sign language education. Courtesy education should involve communication and interpersonal relationship skills education; etiquette education, which is often used in work; and education for increasing awareness regarding the differences between the deaf and hearing cultures. Foundational education should include basic Korean, basic mathematics, and basic English.
Finally, this study also suggested a D/HH-friendly training environment that provides a wide range of supports, including facilities, communication support services, training aids, assistive technology, speech therapy and auditory training, counseling, and business linkage supports. Thus, an integrated support model and a university linkage model were presented as a framework for a vocational rehabilitation program for D/HH people.
