This study is to provide a brief overview of 7 women's human resources development institutions in selected five countries (Korea, Japan, Australia, Canada, USA). It also focuses on the common features & differences between these institutions and suggests the implications for improving HRD delivery system and for changing the male-dominant culture & value system. All institutions is a non-profit, community-based organization, which is sponsored by public sector and provides woman-only program targeted at women with special needs(e. g. women returner, working women, unemployed women, women immigrants). Though the scarcity of funding & operating staffs these institutions carry out many kinds of project for women such as literacy education, delivery of vocational training program, job counseling, employment service, child-care & health services, etc. The position of women in the labor market is still strongly influenced by cultural attitudes which prevail in society. In this context an innovative approach of WANTO program can be considered as a good practice, which is seeking for economic independence and vocational diversity of women.
