This research examined changes in the status of small and medium-sized cities together with the characteristics of changes in nationwide commuting areas from 1995 to 2005 under the circumstances in which the importance of regional linkage and small and medium-sized cities in regional development is emphasized. To that end, based on analyzing the Commuting(OD) Matrix among the cities and counties in 1995, 2000, and 2005 using the Primary Linkage Analysis, we set up the commuting areas. The results of the analysis are as follows. The number of the commuting areas increased from 26 in 1995 to 36 in 2005, and the number of local autonomous entities included in the commuting areas increased from 124 (out of 165) in 1995 to 166 (out of 167) in 2005. In the small and medium-sized cities, the number of centers of the commuting areas increased from 9 in 1995 to 13 in 2005, but the rate of the commuting absorption ratio (the rate of commuting whose destinations are the small and medium-sized cities to the entire nationwide commuting) decreased from 13.3% in 1995 to 9.6% in 2005. Through this, the following implications can be derived. The nationwide linkage among regions was reinforced and the necessity and possibility of the strategies for linkage among regions in the development of the regions increased. In this process, the role that the small and medium-sized cities play in the development of the regions including the rural areas at their back increased. However, the real centrality of the small and medium-sized cities has been weakening, so together with the strategies for strengthening this, the linkage development strategies for broad area including big cities are required.
