Though 29.8% of national people reside in small and medium sized cities in Korea, they couldn’t have attracted any concern in national development plan. Consequently, they are declining and great in need of fostering. For this, firstly 50,000~500,000 population cities were defined as small and medium sized cities and the changing demographics for 50 years from 1960 were analyzed. As results, cities more than 500,000 were increasing in population, and the cities of less than 500,000 were decreasing continuously in population. If this decreasing trend lasts, then the substantial foundations for them to survive could be seriously damaged in a near future. Therefore this study proposed a network city model for the development of them. However, network city model should be applied differently from conventional ‘central place theory’ which weighs single big city. Because network city emphasizes cooperation and linkage among several cities of same hierarch, it is a suitable and realistic development model for the small and medium sized cities lagging competitiveness compared to the metropolitan cities in terms of size and functionality. As a case study Gyeongsang-do and Jeolla-do were selected and examined the characteristics of the physical linkage among cities within the region. Population movement, passage OD, container traffic has formed different shape of networks. Strengthening the functional linkages among them, a network city model will function as a effective strategy for fostering small and medium sized cities. As results, it will be possible to enhance the competitiveness of whole national regions and ensure every people’s stable life in any place in nation.
