In Seoul metropolitan area, cross-commuting has been increased continuously since 1990. In order to examine the factors affecting cross-commuting, a regression model is employed. The major factors found by the model are presence of elementary school children, number of workers in administration and financial sectors, urbanized area, existence of highway IC, distance to railway station, size of residential area, size of commercial area, and the size of park area.
This paper concludes that cross-commuting will be increased more in the future because people can decide their work and dwelling locations more freely than ever thanks to the increasing usage of private vehicles and enhanced accessibility. The increase of cross-commuting is directly related with the increase of commuting distance. It is generally accepted that commuting distance is increasing in the Seoul metropolitan area, and the increasing commuting distance causes inefficient land use. However, we have to pay attention to the fact that the commuting time in the Seoul metropolitan area has not been changed significantly since 1990 in spite of increasing commuting distance. Thus, we can say that the individual utility maximizers enjoy more diverse land use under their time constraint. This fact help us understand that people adjust their travel mode, leaving time, route and even dwelling or work locations in order to optimize their commuting time.
