At the end of the Sui(隋) Dynasty, the Eastern Turks made an invasion upon the Hebei area. After the unification of the China, Tang captured Xieli Qaghan (詰利可汗) who stayed in the Yin-shan (陰山). Afterward, the leaders of Turks and Tiele(鐵勒) had conquered the Tang. After this event, They were designated as the Huang di-Ti?n Qaghan(皇帝-天可汗). Hereby Taizong became the Qaghan of nomadic tribes as well as the emperor of Han race(漢人).
Nomadic leaders were appointed to the post of the Royal guards who commanded the B?i-cb'i(百騎) and the Fei-cb'i(飛騎) at the Xuan-w?-men(玄武門), and escorted the emperor. So, what made the emperor impose such a duty on them? First, I think, he wanted to check and prepare against the coup d'tat of Han's aristocrats. Second, he needed to take nomadic leaders to his arms and to show off his dignity to neighboring countries. Third, he attempted to make new military system by taking nomadic leader and General of Han race part in emperor's hunting and guarding.
Taizong, as the huang di-ti?n Qaghan, needed to conquest neighboring countries for world supremacy. Nomadic leaders took part in the expedition to the Tuyuhun(吐谷渾) in 635. It was the first foreign expedition that the Han race army and nomadic tribes united together in the struggle against enemies. Thereafter, Tang had dispatched expedition forces who united Han race army and nomadic tribes. The allied forces of Han race and nomadic tribes had dispatched and subjected all of other nations.
