In present, Korea has received requests, concern with WTO DDA telecommunications negotiations, from many countries regarding removing the cross-border supply regulation of telecommunications service market in Korea. In the mean time, it is very difficult to enforce the cross-border supply regulation on the telecommunications service due to rapidly change of telecommunications technologies and decrease telecommunications tariff caused by increasing competitions from international telecommunications market. And also, the cross-border supply dispute can be mostly solved by GATS, and practical efficiency of regulation maintenance is not big enough. Thus, opinions of deregulation are proposing at present. However, some problems are pointed out that there are no precise impacts analysis on abrogation of the cross-border supply regulation on facilities-based telecommunications service, no preparation of the countermeasure plan, and also no trade strategies yet. Therefore, this article examined some occurring issues in domestic telecommunications markets in Korea after deregulation, and also, after that, newly raising issues.
