This paper is a case study of the establishment and management processes of the Horsecar Company [Macha hoesa], established through the cooperative efforts of prominent merchants and Enlightenment Party officials, to build a horse-drawn railroad in Seoul in 1897. This company was a representative example of how Enlightenment Party officials worked together with merchants to establish a private company. The merchants were behind an industrial promotion policy that sought industrial development and the establishment of companies through the deployment of private capital (including foreign capital).
Immediately after establishment, the Horsecar Company benefited from the support of the Greater Han Empire government and its Enlightenment Party officials. The company received a commission to provide transportation services and expanded its management to undertake the dredging of Cheonggye stream. During the establishment process of the Horsecar Company, several current officials participated in the process and the company received various benefits from the government. However, the company did not receive government funds and the officials were participating in a private capacity to maintain the appearance that it was a private company. In this respect, the Horsecar Company differed from other enterprises like the Chinese "official-led merchant-funded" company that brought together national capital and merchant capital. It also differed from the Japanese form where retired-officials-turned-entrepreneurs (like Shibusawa Eiichi) established private companies and participated directly in management.
