The purposes of this paper are to evaluate environmental management in the Natural Conservation District of the Seoul Metropolitan Region (SMR), and then to suggest policy alternatives. For more than 30 years, the central government has tightly controlled the Natural Conservation District of the SMR with various legal methods.
The government tries to improve the water quality in the Paldang dam area via conserving natural resources. However, the environmental management policy of the
government has not been so successful. The policy has given various problems and pains to the people living in the Natural Conservation District. The water quality has not been improved although the government spent huge amount of budget as well as tight control. The regional economy has not been developed and the living standard of the residents has not so much improved, compare to the cases of the other areas in the SMR.
We suggest that the unilateral designation of the Natural Conservation District by the government will have to be readjusted, several kinds of complicated government regulations will be rearranged, and the government agencies should be united for efficient management.
