Many local governments especially at district and lower levels in Uganda experience difficulties in executing their new environmental management roles. The study focused on how a decentralized approach towards environmental education and management can contribute towards eradication of poverty using Mbarara District as a case study by highlighting the link between environmental awareness and well-being of people. Main emphasis was laid in particular on identiying opportunities and challenges associated with it. Its specific objectives revolved around justification for opportunities and planning of Decentralized Environmental Education in poverty eradication and sustainable development in Mbarara District; analyzing the opportunities of Decentralized Environmental Education and planning in poverty eradication and sustainable development in Mbarara district. The research used a cross sectional survey. Findings reveal that many problems still prevent local government officials in the district from promoting decentralised environmental education and management ranging from lack of funds to conducting community outreach environmental education and management programmes, limited public awareness on environmental issues, low internalisation of environmental education, high levels of illiteracy among local communities, compromise between political votes and laxity in enforcing environmental laws and rampant corruption all constitute a setback in promoting environmental education and management in the district. Nevertheless, planning for environmental conservation is given considerable attention at district level. Local Communities too have lessons derived from decentralized environmental education management for improved livelihood. To effectively manage the environment, Local Governments have appointed a District Environment Officer and established District and Local Environment Committees. For instance, the district has a District Environment Officer and Local Environment Committees up to parish level as well as many environmental Non Governmental Organizations(NGOs) and Community Based Organizations(CBOs) operating in the district, all promoting environmental education, management and conservation. Furthermore many environmental actors and partners in Mbarara District actually are involved in enhancing sustainable Environmental Management. Local communities in Mbarara District also perceive a direct relationship between environment and poverty eradication. Giving environmental awards, incentives to local community members who excel in sustainable environmental management practices and conservation of the environment will be a positive motivation that will encourage mass participation in environmental management by individual community members.
