E-Government has the potential to help build better relationships between government and the public by facilitating timely and efficient interaction with citizens. In the world, All governments have not yet fully reached this potential, although substantial progress has been made.
The e-Government Act of 2001 in Korea was enacted recently and is in force now. The background of this legislation is the need of general and systematic Act. This Act prescribes the general issues of carrying out e-Government, such as electronic document, digital signature, the co-use of government information, the management of government knowledge, the reduction of paper work, and opening the government information to the public by internet. In this article, the meanings & the contents of that act are reviewed in the comparison with the existing related legal system and information management system, etc.
The E-Government Act of 2002 in the United States defines e-government as the use of Web-based Internet applications and other information technologies, combined with processes that implement these technologies, to (1) enhance the access to and delivery of government information and services to the public, other agencies, and other government entities or (2) bring about improvements in government operations such as efficiency, effectiveness, and service quality. Initiatives contained in this bill represent important steps in creating a government that is more efficient, effective, and focused on citizens' needs. For example, the bill's provisions would (1) secure the transmission of sensitive information in egovernment transactions by promoting the development of electronic signatures, (2) protect individuals' privacy by requiring agencies to conduct privacy impact assessments, and (3) make government information more accessible to the public.
As a result, I recognized the fact that two acts contains the strong governmental intention to improve the people's 'quality of life' in the knowledge-based age by the facilitation of the various informatization programs and by the increase of the productivity, transparency, and responsiveness in the public sector.
