Urban extension in SMR has been increased during last decades, and the area for daily life of inhabitants is no longer limited in one local administrative district. Conflicts on the location and cost-sharing of urban infrastructures are increasing between local-central governments, different local governments, and among diverse interest groups. Diverse integrated administrative organization is required to manage the conflicts on planning establishment and development projects.
This paper aims to propose the necessity and alternatives of integrated administration between different local authorities. Current situation and prospects of extension are introduced in SMR. Current management/planning systems in SMR, are proposed, and several overseas-domestic cases are introduced. And several alternatives are proposed.
