This study explores Choson's domestic situation and the relations between Korea and Japan just before the outbreak of the Im-Jin-Wae-Ran. It closely examines the causes of sharp increase in the number of impostor envoys who falsely presented themselves as those of Japanese “King”, the true identities of these fraudulent ambassadors, and the defensive system of Choson government against Japan. In addition, this study identifies the reason why the government army of Choson was fatally defeated by Japanese army in the early stages of the Im-Jin-Wae-Ran. Before the outbreak of the Imjin Waeran, the livelihood of the peasantry in Choson was getting worse, owing to the expansion of large estates. And they were getting poor, owing to the inefficient systems of the tribute tax and the military service.
Moreover, because the raids of Japanese pirates increased rapidly after the Sam-Po-Wae-Ran, Choson's people felt fear of them and Chonson's society became more and more unstable. The garrison command system, which was the basis of the national defence, was also shaken because the military service system of Choson did not work efficiently. In this kind of situation, Choson government couldn't be ready to keep off any attack of Japan in spite of predicting Japanese invasion. To sum up, the social unstability of Chonso was one of the major reasons why the regular troops of Choson suffered a severe defeat in the early stages of the Im-Jin Wae-Ran.

임진왜란이 일어나기 전인 16세기는 士林들이 중앙정계의 주도권을 장악하면서 東西分黨이 싹트기 시작하였으며, 농업생산력의 증대와 상품유통이 활발해지면서 地方場市가 발달하고 대외무역도 활발하게 행하여졌다. 그러나 농장의 확대로 농민층이 몰락하고 貢納ㆍ軍役制의 폐단으로 농민들의 생활은 더욱 궁핍해졌다. 게다가 삼포왜란 이후 왜구의 침입이 급증하면서 조선의 사회는 인심이 흉흉하고 나라의 기강이 해이해졌다. 또한 군역제의 동요가 나타나면서 국방체제의 근간인 鎭管體制도 유명무실하게 되었다.
한편, 일본국왕사를 사칭한 위사는 일본의 혼란한 국내사정과 조선정부의 일본에 대한 정보부족 그리고 일본국왕사에 대한 우대 등을 배경으로 1470년부터 나타났으며, 삼포왜란을 전후하여 변질되었다. 삼포왜란 이전의 위사는 막부장군의 측근이나 일본본토의 호족들이 주로 파견하였다. 그러나 삼포왜란 이후에는 대마도주가 조선과의 통교에 많은 제약을 받게 됨에 따라, 이를 해결하기 위한 방법의 하나로 위사를 파견하였다. 그 결과 국왕사를 사칭한 僞使가 급증하였다.
三浦倭亂 이후 조선에서는 일본의 침략에 대비하여 備邊司를 설치하고 군사제도를 制勝方略體制로 개편하는 한편 板屋船을 건조하는 등의 노력을 강구하였다. 또한 임진왜란 직전에도 만일의 사태에 대비하여 무능한 守令을 교체하고 경상ㆍ전라도의 성곽을 수축하기도 하였으나 형식적인 면에 그쳤고, 이는 오히려 백성들의 원망만 샀다.
임진왜란 초기 일본의 침입에 제대로 대처를 하지 못하고 官軍이 일본군에게 패배한 요인은, 정치ㆍ사회ㆍ경제적인 변화로 인한 민심의 이반과 국가기강의 해이, 일본의 국내정세에 대한 정보의 부족, 조선군의 전술과 무기가 일본군에 비해 부족하였다는 점을 들 수 있다. 그러나 시간이 지나면서 의병의 활동과 이순신을 중심으로 한수군의 승리 그리고 새로운 무기와 전술의 개발 등을 통해서 초전의 패배를 극복하고 일본군을 물리칠 수 있었다.
