A lot of historian has been studied to a political system of Wiman-Choson, the majority of them concluded that the immigrants, fled from China Yen(燕)ㆍCh'i(齊)ㆍ Chao(趙), had founded State Wiman - Choson through forcing out king Jun(準), the last king of Old - Choson, but they permitted the native to occupy the part of the political power in the government for not overwhelming them by force. But it is cleared that a founding core group of Wiman - Choson, the chinese immigrants and a Old - Choson people undergoing to be subjected by Yen(燕) and Ch'in (秦) state, assumed the reins of government. The king of Wiman - Choson was an absolute monarch, Irrespectively of his/her nationality and blood, being a government official of Wiman - Choson was to pledge allegiance to the king without exception.
A founding core group of Wiman - Choson had experienced absolute government in China, They resided on the area that it ranged over from the east of Hon river(渾河) to the north of Ch'ong - ch'on(淸川) liver, the central area of Wiman - Choson. They were ruled by prefectural governors, Wiman - Choson enfeoffed the part of these area to loyal subjects and members of royalty, and dispatched Sang(相) there to watch the feudal princes, But the other hand, they were assimilated Old - Choson culture because they had adopt themselves the culture.
The society of native Old - Choson had been operated tribalism, so Wiman - Choson ruled over the tribesman through the hand of their chief. Namely a order of king was reached to the chief only and not to the tribesman directly. Needless to say, Wiman- Choson dispatched prefectural governors, not administrative officials but army commanders, to the area, resided the native, at strategic positions for preventing them from rising in revolt and declaring independence.
