The command system of the local soldiers in the early Josen Dynasty is appiied by Jingwan-Cheje(鎭管體制) and Jesung-Bangyak(制勝方略). But the command system of Jingwan-Cheje has a weakness, that is, the ignorance of the chief of each eup(邑) about tactics. Therefore in case of foreign invasion, the government dispatches the central military officer, such as Jojeon-Jang(助戰將) and Bangeo-Sa(防禦使). And the enlargement of the number of an invading army in a certain area increases the number of the central military officer and converts the defense system of Jingwan-Cheie to Jesung-Bangyak. Of course the command system in case of emergency of Jingwan-Cheje is also applied on a small scale invasion of the enemy troops and just before the dispatch of the central military officer.
As soon as the Japanese Im-Jin Invasion happens, the government is going to defeat the japanese army in an early stage by dispatching the central military officer, such as Sunbyun-Sa(巡邊使) and Do-Sunbyun-Sa(都巡邊使). But this plan is failed, a battle is spread to an all-out war. Therefore the right of command of the local soldiers in the Japanese Im-Jin Invasion is also applied by the central and local military officer. Practically a statement of Seonjo-Silrok(宣祖實錄) of 1593, the number of soldiers under command of the local military officer surpass that of the central military officer.
First the representative battles by command of the central military officer are Sangju(상주) and Chungju(충주). But the battle of Sangju is defeated, because the central military officer can′t arrive at the battle field(Taegu: 대구) in time. And the battle of Chungjui (충주) is also defeated by a tactical error. And the defense system of Jesung-Bangyak causes the another problem, that is, fast and wide an advance of enemy by destroing a line of defense. Therefore it is proposed that the opinion of restoring Jingwan-Cheje as a means of replacing Jesung-Bangyak and risidence of military officer. As a result the government of Josen is going to solve this problem by introducing the Young-jang system after the Japanese Im-Jin Invasion.

Although the battles of Ungchi and Yichi are successful, but the command system of the local military officer by Jingwan-Cheje has a weakness, that is, the ignorance of the chief of each eup about tactics. And the defeat of Youngin is brought about by the ignorance about tactics of Gwanchal-Sa(觀察使) is also serving as Sunchal-Sa(巡察使). Therefore the government of Josen is going to solve this problem by introducing Jung-Gun(中軍) system after the Japanese Im-Jin Invasion.
