Gongjakmi fixed by a trade and diplomatic relations with Japan is considered as one trace of showing the position of diplomacy and trading expense in the national finance and of identifying the characteristics of financial management of the provincial government office that was assigned with the execution of diplomacy and trading expense. As a result of analyzing the process of Gongjakmi’s revenue source arrangement by central financial organization and the operating status of provincial government office ‘Dong-nae-bu’, the following facts can be confirmed.
First, the expenditure structure of Dong-nae-bu seemed to be mostly determined being related to the operation of Wegwan installed in Dong-nae-bu. It can be known that the portion of Gongjakmi was very high among them. Second, the considerable part of Gongjakmi’s revenue source was appropriated by allocating the revenue source of central financial organization. However, central financial organizations commonly recognized that the commodities given as the cost of Gongjakmi, were not keenly required from the economic aspect. That is, in terms of Chosun government’s recognition, Gongjakmi has the characteristic of economic support considering the diplomatic relations with Japan, not the settlement method of trade. Third, the reserve of Gongjakmi exceeded 4~5000 Seok each year, and the moneymaking activity for Gongjakmi was made at the interest rate of 50%. Fourth, Gongjakmi was mainly operated by Dong-nae-bu, and it could be done in the organic relationship with Gyeongsang-gamyeong. That is, the profits gained from the operation of Gongjakmi were used for the expense of Dong-nae-bu not the private purpose.
