This study analyzed President Roh's inaugural address using classic rhetorical frames to reveal how he realized his primary idea and purpose in the text of the address. A president's inaugural address is a valuable model of rhetorical analysis in that the speaker as the leader of the country intends to deliver the most powerful and appealing speech to the audience at the inauguration. Therefore, the address deserves to be analyzed to evaluate how effectively it is organized for delivering messages in terms of rhetorical frames. For the analysis of President Roh's inaugural address, this study adopted Aristotle's "Kinds of Oratory" and Cicero's rhetorical system-"Invention" and "Arrangement"-as theoretical frames. First of all, to understand the background of the address, this study tried to figure out the specific situation in which the speaker and the audience were involved, and then analyzed the intention, argument, and framework of the text based on the classic tools.
As a result, the study showed that President Roh's inaugural address is closer to "Deliberative Speeches" than "Epideictic Speeches" despite some characteristics of "Epideictic Features". The speaker, President Roh, was in the specific rhetorical situation. He needed to be acknowledged as the top of the national administration from the audience in a ceremonial situation. At the same time, the audience expected him to promise to carry out effective policies and solve complex problems which the country was facing, and furthermore, present a bright vision for the development of the country. Under the specific circumstance, President Roh declared his political principles for national administration. Regarding international policy, he emphasized peaceful solution to North Korean nuclear weapon issue for national security and construction of the East-Asian Economic Community for economic development. On the other hand, he urged necessity for social reformation, decentralization and balanced development as to domestic policy. However, his grounds for the argument were not enough to show realistic possibilities. The audience, the witnesses and participants of the approval ceremony, expected the new president and government to keep their election pledges for making a better society but they also showed concerns about an uncertain future. The text of the address was clearly organized with the typical structure"Opening," "Narration," "Argumentation," and "Peroration"-and the "Argumentation" section was divided into four parts according to each basis of the argument. The rhetorical principles of each section were well maintained through the whole text.
