Rhetoric, according to Bitzer, is situational. The rhetorical situation is the context in which speakers or writers create rhetorical discourse. There are three constituents of the situation: the first is the exigence which is the imperfection marked by urgency, the second is audience consists only of those persons who are capable of being influenced by discourse and of being mediators of change, and the third is constraints which influence the rhetor and can be brought to bear upon the audience. For the purpose of comparative analysis of presidential rhetorical situation on their discourse of unification, former president Kim Dae Jung"s 2000 Berlin Address and president Park Geun Hye"s 2014 Dresden Address, both of which addressed in Germany, were selected.
The results show that while some similarities were detected between the two presidential rhetorics in terms of rhetorical exigence and its external audiences, the differences were found in their internal audience and the nature of the exigence. Also, it appeared that social constraints imposed upon them at that time were quite different. Notably, their use of the term "unification" in relation to other set of words revealed how each of the leadership viewed and approached the agenda concerning unification. Kim Dae Jung took a practical view on unification that needs bilateral conversation with the North while Park Geun Hye held an ideal view on unification that has economic prosperity which needs mutual trust between the North and the South. Evidently presidential rhetoric is reflective of their power to create reality and thus shed light on prospective government moves.
