Currently, Korea uses 2D cadastre to register ownerships rights, land category, land values and other land information. In the past, this was sufficient enough to give correct information about land and other property. But in cases of 3D use of space, the traditional 2D cadastre is not able to reflect the exact information about 3D uses. So land administrators in Korea have lots of difficulties providing high quality cadastral services.
Therefore, in this study authors try to review current Korean cadastre-related laws and cadastre systems and provide policy alternatives for introducing 3D cadastre. In order to achieve this purpose, this study on 3D cadastre adopted the following methods. Firstly, this study reviewed current Korean cadastre-related laws and cadastre systems. Secondly, this paper provided needs for a 3D cadastre in Korea. Thirdly, this article suggested policy alternatives for improving current cadastre system.
Policy alternatives for improving current cadastre system have been suggested from the two different points of views. Firstly, from the systemic point of view, we suggested ways of integrating Cadastre and Property Registry for the purpose of introducing 3D cadastre. Secondly, from the legal point of view, we tried to define underground land ownership exactly. However, accurate land information is crucial to the successful implementation of 3D cadastre. Therefore, it is strongly recommended that the National Cadastral Resurvey Plan should be made and implemented in order to introduce 3D cadastre.
