While the nomination of the Yeongjik in the early Joseon period, functioned as miscellaneous service(雜職) of Seoban(西班, Military officer order), it was granted to some soldier brackets, and to some practitioners in special position such as Gyeongajeon(京衙前, capital clerks and petty officials), capital artisans brackets, and Hwawon(畵員, government artist). However, Gyeonggukdaejeon(經國大典, National Code) is not seen the regulations related to it. It was arranged the issues relevant to the nomination of the Yeongjik for the first time in Daejeonsoklok(大典續錄, Amended National Code). Meanwhile, it was prescribed as miscellaneous service, Jonggupum(從九品, rank 9B) of Seoban in Sokdaejeon(續大典, Supplement to the Nation code). Accordingly, it can be seen that Yeongjik functioned as miscellaneous service of Seoban.
However, rather than what had been granted targeting all the personnel of normally working, there were more cases that grant to the limited minority that performs special activity. Due to that, it is general to specially treat or grant in the dimension of a reward, but it is not seen to be accompanied and added economical or other measures Accordingly, even though having been granted the government post, it was not so great to be possibly caused a big change in terms of status or social position.
Nevertheless, in case of soldier brackets, the nomination of the Yeongjik was granted in the dimension of dissolving unbalance between branches of the army and in the dimension of a kind of compensation within members of the same organization, And, the nomination of the Yeongjik was also granted to some Gyeongajeons, which were in charge of important duties, in the dimension of a reward, Even in case of capital artisans brackets, the nomination of the Yeongjik was granted only to the limited class of a few departments. This implies the preferential treatment, and played a role of a kind of a token, which is differentiated from other capital artisans. In addition, it had also a meaning of the government post in a reward for specially meritorious service, Meanwhile, Hwawon and others were granted the government post when having drawn a special painting with entering the royal palace, In such respect, it can be said to have been granted as a reward for special activity.
The material, which shows the process or the background of installing the nomination of the Yeongjik, rarely remains, thereby being difficult to conclude, However, what is being noted in relation to its origin, is the Haeryeongjik(海領職), which was granted as a reward post to the naval forces during the King Taejo of Joseon. As this is Sanjik(散職), which tried to preferentially treat the naval forces, who are having a tough job compared to other branches of the army, its contents are contained in Gyeongjeyukjeon(經濟六典, Six codes of Governance), which is the first written law.
In the stage of compiling Gyeongjeyukjeon, the Haeryeongjik was separately installed as a reward post(賞職) aiming at the naval forces. However, it soon brought about a problem of equity with other branches of the army. It was difficult to install separately Sanjik system aiming at the specific class in Gyeonggukdaejeon, which pointed to the unified law. However, it became a problem given requiring to treat separately or give a prize due to a special situation. Accordingly, it led to separately enacting and operating laws and regulations, which can handle by considering a special situation, through compiling Daejeonsoklok In that process, the nomination of the Yeongjik was formally legalized.
However, many inconvenient matters on enforcement were exposed, due to inconsistency such as being appeared the regulation, which orders to grant the nomination of the Yeongjik in Daejeonsoklok, with being not appeared in Gyeonggukdaejeon. While having finally compiled Sokdaejeon, the nomination of the Yeongjik was decided to be miscellaneous service, Jonggupum of Seoban while having integratively operated it by binding both parties, And, the Yeongjik was set to be granted when the specific bracket specially implemented in relation to duties in charge. However, even if having been granted the nomination of the Yeongjik, it allowed it not to cause suddenly a great change on the status or the social position due to that. It prevented it from leading to confusion on the operation of a system in government post.
