Before making an armistice the farmer army occupied each village and executed a military administration After Chunju armistice, this military administration became the independent Gipganaso of farmer army whose character finally changed under Gipganaso of the government.
The narrow meaning of Gipganaso establishment is when Gipganaso was recognized by the government officially.
Gipganaso was agreed as the autonomous organization, but it played a role of the region rule organization which substitUtes the government in some region.
The role of Gipganaso which was established from the situation where the force of the farmer army was accomplished was substantially magnified though its official function was mainly focused in maintenance of public peace.
