The purpose of this study is to investigate problems that exist in the English education program for elementary school teachers, and is to assess teachers' overall ability to teach English effectively and teachers' attitudes toward teaching English classes. This also is to identify the general level of teaching cognition among elementary school teachers in the English teacher education program. A questionnaire was administered to 115 elementary school teachers who had participated in the English language program. An analysis of the results strongly suggests the following. Firstly, the English education program for elementary teachers requires a new textbook and the initiation of a remedial program. Secondly, the English education program needs to be intensified to improve teachers' command of productive teaching skills. Thirdly, the kinds of class materials used should be adapted to better suit the needs of students in elementary school English classes. Finally, the English education program should incorporate volunteer teachers to help guard against learning deficiency that results from a disproportionate student to teacher ratio.
