There is little proof about which power groups supported the resistance of Emperor Go-jong against the plunge of the state power by Japanese imperialism, and how it was realized. There is also little illumination about how the bureaucracy and Confucian scholars, which were of noble birth and had often uncomfortable relationships with the imperial power, understood the 1905 Convention, and which countermeasures they took.
There were diverse and confusing understandings and countermeasures against the Eulsa Agreement among people in those days. There were mainly claims about national decay and sorrowful indignation, which made an appeal to national susceptibility. There were also other claims, which resorted to suicide, uprising of an army in the cause of justice, intervention of the world powers, and filing of lawsuit. It was remarkable that there was a gap of understanding of the situation among the Emperor, the Royalists, and the Cabinet in the government.
The paper will examine how Emperor Go-jong, the Royalists, and the bureaucrats understood the situation after the 1905 Convention, and how each group took countermeasures since the Russo-Japanes War. It will focus on how they understood the effects of the 1905 Convention, and the status of the international law for the Protectorate treaty of Japan in 1905.
Countermeasures of Emperor Go-jong and the Royalists, which lead to the abdication of Emperor Go-jong after the dispatch of special envoy to the Hague, were related with diplomatic settlement. The bureaucracy, whose influences were shrinked by the reinforcement of the imperial power, and which was dissatisfied with the despotism of the Royalists, advocated an alliance between the Great Han Empire and Japan, and committed suicide to make a protest against the 1905 Convention. However, most of bureaucrats and Confucian scholars, except some high-ranking officials, came close to Emperor Go-jong’s understanding of the situation. The paper will clarify whether there was a common way of thinking among Emperor Go-jong, the Royalists, and the bureaucracy.
