It has been a hundred years since the Eulsa Treaty. We should have finished investigating the historical significance as well as the historical entity of the treaty by now. However, many discussions up to now have been so wayward that we couldn't get to the point. Especially, Japanese claim to dominion over Dokdo, beautification of colonial period, and falsification of history text have made the future of East Asia clouded, arousing the fierce protest from Korea and China.
The invasion upon neighboring countries cannot be justified by any cause. It is definitely a crime in history. Especially, Eulsa Treaty was made by force, was not named then, and was not processed for approval. It means that in terms of law the treaty was void. Nevertheless. Japan colonized Korea based on Eulsa Treaty. Since the responsibility of a crime should be on an assaulter, it is natural for Japan to apologize for their crime and make appropriate reparation. It is the only way to liquidate the past to open a way to a new future of East Asia.
Even though the main reason for Daehan Empire (大韓帝國) to lose its sovereignty was the Japanese invasion, overemphasis on the invasion would make the history of Daehan Empire the history of Japanese invasion, not modem history of Korea. It would block the subjective and right understanding of history. Thus, this paper will focus on shedding light on the desperate situations of Daehan Empire and examining the domestic reasons of why the Empire failed in defending herself against the Japanese invasion.
Daehan Empire was founded on the balance of imperial great powers, the increasing nationalism, and the will to regain power of the emperor Gojong (高宗). However, the balance of the great powers was unstable, and the political and economic basis of Daehan Empire was too weak. Under this situation, the only way for small and weak Daehan Empire to survive was to build up a strong and stable political entity, consolidate the nation, and drive a powerful modem innovation in order to defend herself against the invasion of the great powers, domestically. Internationally, Daehan Empire could not help exerting its efforts to maintain the power balance among the great powers and try to put herself in the neutral position. However, the emperor Gojong and his surroundings tried to strengthen his power and maintain dynasty, which was a main factor to limit the survival strategy of Daehan Empire.
Due to various actions for the emperor's power strengthening, the emperor Gojong's status reached its peak in 1902. However, the policy of power balance which could not help accepting the interference of the great powers was a weakening factor to Gojong's power. Moreover, Gojong's way of governing was not based on the strong supporting powers, and thus he should rely on the mutual check between the political parties, making the emperor's status relatively higher. Various innovative projects of Daehan Empire for a wealthy, powerful, and modem nation got ruined by the interference of the great powers, lack of capitals, weak leading powers, and Japanese invasion. An expansion of finance for the Imperial Household and the increase of military expenses along with the lack of revenues made the innovative projects impossible. These political and economic circumstances drove the emperor Gojong anxious for the balance of the great powers and for the Empire's obtaining a neutral power, However, a series of events such as Anglo-Japanese Alliance, Russo-Japanese War, and Eulsa Treaty revealed that the emperor Gojong's hope and effort was rejected and ignored by Japan's greed and the great power's deal.
Conclusively, the survival strategy of the emperor Gojong and Daehan Empire was not to consolidate the nation based on the innovative projects, but to maintain the sovereignty of the emperor and the nation by taking advantage of the power balance among the great powers. As a small and weak power, it was the only possible choice the Empire could make. However, as shown in the following history of Daehan Empire, it has been found it difficult to maintain sovereignty and royal authority without consolidating the nation. The survival strategy of Daehan Empire was confronted with catastrophe, due to Russo-Japanese War leading to the breakup of the power balance among the great powers and Eulsa Treaty resulting from the breakup.
