The military officials took power actually in the military administration period of Koryeo. For this situation, the authority of the Emperor had to weaken. Even in the weakening of the Emperor power, the symbol of representative of his dynasty is surely the Emperor. Therefore even in the weakening of the Emperor power, the Emperor had the direction and position about the political operation. This reflects his real perception. The Emperor Myeongjong was supported by military officials such as Jeong Jungbu, Lee Uibang, Lee Ko, Lee Uimin though insurrection by the military. Inherently the Emperor Myeongjong had the birth by military officials. Such a reason made him in difficulties to get authority in the nation as well as in the Jin dynasty. Especially for the justice to restore Emperor Uijong, the insurrestion by the Kim Bodang occurred. In case Emperor Uijong’s restoration, the Emperor Myeongjong had to be dethrone. Such a reason made him to go with military administration. Therefore he cannot get out of their political interests. However he analyzed the society and tried to find a direction of reformation. His thought appeared via royal edicts. The Emperor Myeongjong understand that there were overissues of punishment and the collapse order between Emperor and subject and the people’s wandering by powerful persons’ disseises. He thought these responsibility rested with military officials than him. Even though such a situation, the Emperor Myeongjong tried to build political power and find a direction of reformation on his way. However his try had to be ruined by being dethroned.
