The Government Officials Act takes the hierarchy system in chief and the position classification in part as an classification of an official position. And in view of the principle and purpose of the Government Officials Act, it is desirable that we should expand the position classification by stages.
But the big problem which the Government Officials Act faces is that the hierarchy system and the position classification do not stand together if both may have a supplement relationship. It is main reason that the Government Officials Act is difficult to read and lacks the systemicity. It is urgent to examine the problem mentioned above and revise the respective provisions of the Government Officials Act.
