Most countries have tried to improve the housing problems such as the residential conditions and home ownership because the housing is the prototype of social welfare as well as one of the basic needs. Rental housing policy has usually contributed the stabilization of dwelling conditions of low-income people. Owner occupation improved the residential conditions as well as the socio-economic status of citizens. However, the former could not meet the willingness which the people want to own their housing even if it has improved the residential conditions for the below-middle income people. The latter has still several problems such as high housing price, weak mortgage systems and high maintenance costs. Even though the households own their housing, they still have the difficulty to maintain and repair their housing because they do not have the monthly incomes in case of retiring their jobs or losing them.
In order to solve those problems. this study suggests a new paradigm in housing policy, Life-Time Housing Model(LTHM) which ensures the home ownership and monthly income of each households during the life-time from the generation of household to its disappearance. It is an integration system of the mortgage system and the reverse mortgage system. It simultaneously solves the housing problem and income problem for the life-time. Consequently, LTHM is a great shift in housing policy paradigm as well as an ultimate alternative of housing policy.
