Korean housing policy in modern sense was formulated in 1941. This paper reviewed Korean housing policies for forty years from 1941 to 1981. In reviewing the policies the period was devided into eight stages.
In the first stage housing policy was prepared for the purpose of low-income groups and workers under the Japanese control.
In the second stage housing program was prepared in the process of establishing Korean government, however, the Korean War aggravated the housing condition in Korea.
In the third stage the housing program in Korea mostly depended upon the foreign aids and contributed to the recovery of the war-destructed housing conditions.
In the fourth stage the government of Korea initiated long term housing policy while the foreign aid funds decreased.
In the fifth through eighth stage the housing policy was formulated as a part of five-year economic development plan and envisaged tremendous achievement in many ways.
Understanding that major housing problems are associated with low-income families in urban areas, several suggestions are made as follows : 1) a system such as housing card, which can check the housing stock and enumerate the housing needs, should be established, 2) housig administrative institutions should be reinforced, 3) housing problems should be tackled in the micro scale as well as in the macro scale, 4) as the land resources are limited, land should be effectively utilized, 5) at least 300,000 dwelling units per year should be constructed in order to achieve the goal of housing in the year 2001, 6) in coping with the multifamily dwellings and squatter housing, the authorities should be prudence in order not to impose a heavy burn for housing on low-income families, and 7) dwellings constructed by the public sector should be managed by the public organization even after the sale of the housing.
