The efficient production of housing stock has been a major policy goal in Korea for last three decades. The more production of housing stock was assumed to result in a better distribution through the housing market system in the long run. Housing justice, equitable distribution of housing stock among regions and households, has been neglected in the housing research as well as housing policy.
Using the 1990 Korea Census of Population and Housing, this study investigates how and where the new housing stock constructed during the 1980s has been allocated. The analysis of new housing supply rate and performance index indicates that the new housing stock was inequitable distributed among the regions. The difference index implies that households of high income, better educational attainment, and white collar had a better opportunity to get into a new housing market. The production of housing stock could not result in an equal opportunity for some regions and some people.
We need more relevant research and policy considerations in order to pursue housing justice for all regions and people. First, we need a reasonable future housing demand forecast, which will allow us to calculate the appropriate housing supply. More research on the demographic and socioeconomic aspects of households will help us to develop a housing demand forecast. Second, we need to consider a policy factor as well as a housing demand forecast in allocating the new housing construction. The national spatial policy needs to be incorporated into the process of housing allocation. Third, we need to expand the housing opportunity for the poor households. The housing poverty line or housing minimum standard need to be established to identify who will get housing support. Fourth and lastly, housing supply needs to be flexible for ownership or tenantship. Poor households will be able to rent housing units rather than to own them.
