The various transportation system, which was enumerated on Jikguan(職官), Jabji(雜誌), 『Samkuksaki(三國史記)』 is to be classified according to its kind. Konfbongseungsa(供奉乘師), Koyokjoen (尻驛典), Moksukjoen(??展), on the middle part of Jikguan(職官), are taken charge of the transportation of the royal house.
On the other side, Suengbu(乘府), Sunbu(船府), Kyoungdoyok(京都 驛), on the first part of Jikguan(職官), are transportation related to the state administration organization. Suengbu(乘府) and Sunbu(船府), established on Jinpyoung king(眞平王), is the organization individually taking charge of overland and shipping transportation. The purpose of the establishment of these organization is to manage of a extended territory and to make efficient use of a traffic route.
On the one hand, the transportation in Silla kept being reorganized in connection with a state financial policy. An representative example is that Jobu(調俯), which is the financial organization was established at the same time with Suengbu(乘府), which is the transportation.
Moonmu King(文武王) rebuilt up the system needed to a war effort for unification. The establishment of Sunbu(船府) is representative example. On the Sinmoon King(神文王) period, the transportation organization was completed and also the overland transportation, what is called Otong(五通), was settled. Hereby, on the late 7th century, the running system of transportation was arranged. This public transportation system was useful to the epoch-making reforms in land and salary system on Sinmoon king(神文王) period.
