In light of growing social inequity in Korea, this study coins welfare exclusion as a key reflection of labor market segmentation and explore causal factors affecting discriminated delivery of social welfare service. Our study uses the 6th survey data of the Korea Labor Income Panel Study and focuses on the sample group(N=3,468) of worker status. In the analytical models, whether to benefit form labor welfare services, comprised of three sub-variables, social insurances, statutory labor standards, and corporate infringe benefits, is examined by a set of explanatory variables, such as workers' personal attributes and their affiliated company's features. A key finding of this analysis is that social welfare programs, which are expected to protect the marginal workers group or the working poor and reduce social inequity, contribute to the intensification of labor segmentation in the country. The fracture lines of labor market, such as gender, education, firm size, employment status, unionization, job classification, are identified to significantly influence of the reproduction of welfare fragmentation among workers, rather than being reduced by welfare services. In other words, the present welfare system widens welfare gap as well as economic inequity between 'insiders' (male, regular workers, union members, and the highly educated at large firms) and 'outsiders' (female, irregular workers and the low educated at non-union small firms), under the existing institutional scheme and, sometimes, with the limited legal regulation. These findings hightlight a new policy approach to renew the welfare system and advance its regulatory tools for reducing labor market fragmentation.
