"Democracy after Democratization"(Jang Jip Choi) could be then possible, when every individual has a competency, to perform his duties and to enjoy the freedom. The reason is why it is not the problem of politics itself but that of culture that includes this politics as its one important element. Therefore 'culture democracy' means a democracy that incorperates several normative values as equality, justice, freedom. The aesthetic and philosophical texts of Friedrich Schiller(1759-1805) can be in this context remarkable. He wrote in Über die ästhetische Erziehung des Menschen(1795) as follows. "The improvement of the political should begin with the refinement of characters(Alle Verbesserung im Politischen soli von Veredlung des Charakters ausgehen)."
This essay examines why the reform of our reality could grow into maturity not only through the changes of the political dimensions but also through the 'cultural embodiment' that can be realized in the experience of art and its education, because this encourages us to participate in the general interests through the refinement of characters. What is here proved, is political, ethical and cultural functions of art that help to build the general wills of the individual for public goodness. That aspect should be in those days confronted by 'globalization' reactivated.
