The purpose of this article is to present a cultural policy, especially a basic direction for arts policy and practical tasks in the next 10 years. First, this article points out the performance and limitations of policies for culture and the arts that President Noh Mu-hyeon’s Participative Government has developed and implemented for the past 5 years. Furthermore, it specifically presents a basic direction and practical tasks for future cultural and the artistic policies, especially amid rapidly changing surroundings, after reviewing the possible political, economic, social and cultural changes in culture and arts policies.
The culture and arts policies of the Participative Government, highlighting the three values of ‘autonomy,’ ‘participation’ and ‘decentralization of power’, began with its expansion of autonomy and creativity. Improving the autonomy in culture and the arts has led to the establishment of the Arts Council Korea (ARKO) and accompanying efforts to promote cultural creativity nationwide. In the mean time, the orientation of boosting creativity has produced an effort to achieve international competitiveness by making artists’ creative production and quality of cultural goods of world-class level.
With these two results, the most distinguished part of the Participative Government’s performance has been its strengthening of the autonomy of basic arts through the expansion and firming up of the foundation of artistic demand, mainly by expanding cultural support for vulnerable classes in our society and by emphasizing the importance of basic arts education.
Today, our society is undergoing great changes in the areas of politics, economy and social structure, and these changes demand a new cultural and political response, as well as changes in the cultural domain. Above all, it must be pointed out that globalization and localization are proceeding. The basic direction our society should take includes the fusion of cultural contents and growth of the knowledge-based industry, the advent of a leisure-centered consumer society according to the introduction of the five-day work week system, demographical changes due to the rapid increase of foreigners and the elderly, and the diversification of basic arts.
Through what policies will we be able to heighten artists’ creativity and enhance people’s quality of life in this changing environment? I have classified the basic direction and practical tasks to solve this into seven sectors. First, I have presented the spread of social recognition for the value of culture and arts, promotion of professional artists’ status and the improvement of creative environments, expansion of artistic autonomy by pushing for the growth of the arts industry and the market, intensification of support for participative and experiential activities, and adaptation of multi-ethnic and multicultural society through effective literary policies.
On top of this, I have suggested that we should produce local creative cultures and work to popularize the Korean culture and art around the world and beyond the limitations of public culture. We should also expand demand for art and culture through the intensification of basic arts education, while increasing cultural budget in order to realize these goals. We should also immediately arrange the financial resources of cultural promotion funds.
