- China is a large developing country with distinct unbalanced development between regions. It is reflected in ports and cargo flow that primary products as coal, petroleum, salt. grain and building materials are transported from north to south, west to east; and in regard with conditions and key elements for production capacity development, for example, fixed assets, infrastructure, technology, management and information, the eastern part of China is better than the middle and western part(the middle part is better that western part).

- The cargo flow of the port of Shanghai is emphasized on serving the economic development of the hinterland, so as to promote the participation of China in international economic circulation in a wider scope. The increase of the cargo flow in international transshipment will be a long progress.
