Korean harbors have not doing their important roles in spite of their having suitable condition to link the ocean and with land, which was due to the blockade of trade to the socialist countries.
But in August, 1992, the formal relations with China was established, opening the period of trade to China. This has propelled the local development of the Korean South-West seaside districts.
In the course of economic modernization, Korea has changed its importance from the continent to the ocean.
As a result, its emphasis was placed in establishing and developing harbors in the pacific rims in order to act as a terminal between the Land and the ocean transportion.
In recent years, Korea government has turned its key policy for the Land management from the restrainting policy of the capital spheres and equal development to establishing the strong points with a view to building up the national competitive power in the limitless competition period.
The ports in the South-West Area should be made in the direction of the expansion and the adjustment of their activities for the preparation of the coming 21st century.
This has required the division and adjustment of the roles in Mokpo ports.
Mokpo port should be constructed as the center of marine commodity transportation to the North-West district in accordance with the expansion of trade to China and North-West countries.
A new basic program for the construction of a new port as the Mokpo facilities will not cover the commodity transportation arising from the construction of Daebul, Sambo and Youngam industrial complex.
The port development of South-West area should put its emphasis on the main port development and special development according to its activity and importance for 솥 trade to the China.
And detail programs for the port development should be made and promoted by timely acquiring the port facilities from the private capital.
