In this nation, developments at regional level are accelerating as the era of local autonomy begins, Self-regulation in driving such regional development is a positive result of local autonomy. Under the current situation that there are different conditions in politics, society and culture among regions, however, is it possible for the autonomous system to contribute to contribute to balanced regional developments? Developed countries have introduced their own local autonomous system and their number is continuing to increase. This has promoted national economy to transfer from centralized states.
But in fact, such autonomous system of this nation does not make some accomplishments due to excessive controls by the central government and politics of the election of local body chiefs. The central government imposes many restrictions on roles by local autonomous authorities as independent business organizations. Regional entrepreneurs of commerce and industry waste their time and efforts in discussing procedures for attracting foreign direct investment due to the regulation and intervention by the government.
16 basic autonomous bodies of Pusan have a financial independence level of 47.2%, 0.6% down from 47.8% in the late 1998. Among those bodies, Youngdo-gu districk is lowest in the level at 30.5%.
Thus the purpose of this study is to provide ways of developing Youngdo-gu district by determining fundamental reasons why the district has the lowest financial in dependence level and evaluating the importance and influence of a harbor business, one of 10 major strategic businesses of Pusan, on the district.
To establish an urban area around a harbor and build up PD information system requires a network among similar businesses in a short term and then among different businesses in a long term. In addition, the concept of PD by a third party should be introduced to arrange consumer-oriented PD system.
Development of shipbuilding and related equipment industries requires activating businesses which are to provide boarding supplies, supply oil and perform ship repairs. This seeks toward contributing to boosting national economy by means of improvements in harbor management and the existing tariff system. First of all, in relation, it is necessary to realize the port system of free passage, relieve regulations on tariff, support the standardization of boarding supplies and designate a bonded area for such supplies within Youngdo-gu district. Storage facilities for ship oil and fuels should be established to activate markets of such oil and fuels and Youngdo-gu district office should give an administrative help to have a financial loan system introduced. Further it is needed to have a financial loan systems of issuing a ship repair approval and controlling navigations.
Pusan International Marine Products Exchange should be set up at Namhang-dong, Youngdo-gu district to promote marine and marine processing industries and make the district be the cdnter of distributing marine products in the eastnorthem Asia region(including Korea, China and Japan). Since the Chakachi market, which is under modernization, is near to the Namhang port off Youngdo-gu district, promoting live fish collection business and forming a commercial area around the Namhang bridge will help the district be a truly independent autonomous body.
