King Seon-Deok established an altar to the State deities(Sajikdan) to emphasize the importance of paegangjin Area for national defense. And he also intended to justify having come to the throne illegally, and call together the ruling classes which had disrupted in the period of King Hye-Gong by establishing it. His another intention was to enhance the diplomatic relations with China. After establishing 'Sajikdan,' the agricultural rites were reorganized into the rite for the guardian deities of the State.
Moreover, the national ritual systems('Sajeon') was systemized in the period of King Seon-Deok, and most national rituals was reformed to large-, medium-, and small-scale rituals. Silla dynasty accepted the large-, medium-, and small-scale ritual systems as well as the individual ritual systems from China. It formed a part of endeavoring to adjust itself to the China-centered global order.
