Regardless of where or by what criteria state-level societies formed, scholars have proposed many ideas about this topic. Presently the trend of the use of juxtaposed 'state' (國) or 'chiefdom-polity' ('walled-town' or 小國) concepts to understand the formation of state-level society is quite common. Yet studies characterizing the signs of early state formation are lacking.
War and conflict are inevitable in the formation of political power. In the early stages of state formation, the above circumstances, well-established long-distance trade, and the leadership of individuals seem to be important factors. In this stage the Chinese mainland -derived Do-style bronze dagger has an important dual-function as a weapon and item of exchange. The Do-style bronze dagger characterizes the cultural stage between the Third and Second centuries D.C.
In the political landscape of the Early Iron Age, the Slim Bronze Dagger is distributed in and forms an important part of the culture in the Pyeongyang area. The Slim Dagger also plays an important role in the growth of culture in the Geum-river area, especially around Iksan. During the period between the Third and Second centuries B.C., this area saw the development of Slim Dagger culture, close-range exchange, and the inflow of foreign goods from long-distance trade. The superiority of bronze weaponry from this area may indicate the predominance of the Iksan area leading up to the formation of political power in Geonmaguk(乾馬國) between the Third and Second centuries B.C. These factors mark cultural predominance of and the difference between the formation of Geonmaguk and the subsequent 54 Mahan(馬韓) polities.
