This paper aims to examine the situation in the capital during King Jinheung’s absence, as revealed through the list of individuals accompanying him during his sunsu(tour of the country, 巡守), known as the suga(隨駕人). The suga involved various officials and soldiers accompanying the king, which inevitably led to a power vacuum in the central government, the potential for rebellion, weakened defense of the capital, and the threat of external invasions. These challenges necessitated the formulation of countermeasures. Even in the absence of the king, the administration and governance of the state needed to continue smoothly. Thus, when King Jinheung was absent, someone in the capital would have been responsible for overseeing and managing state affairs in his stead. Given the frequent absence of the king from the capital due to sunsu, along with the circumstances in which King Jinheung wielded a transcendent royal authority, it became increasingly difficult for figures like the Galmunwang(葛文王) or Sangdaedeung(上大等) to fully perform the role of the king’s representative. In this context, the appointment of Dongryun(銅輪) as crown prince, once he reached maturity, was intended to ensure that, during the king’s planned absences, the crown prince would be tasked with overseeing the governance of the state.
