Traditionally, forests were vital assets that sustained people's daily lives and agricultural production. However, Japanese imperialism sought to control the use of forest lands by Koreans and promoted ‘Forest Cultivation(愛林)’ Ideology under the guise of forest "protection." The Government-General of Korea actively propagated Forest Cultivation(愛林) Ideology, particularly encouraging afforestation in privately- owned forests(民有林) to prevent deforestation. By the 1930s, this policy expanded into village-level Forest Nurturing Movements, reinforcing collective responsibility among civilians to encourage compliance with colonial control policies.
The promotion of Forest Cultivation(愛林) Ideology was carried out through newspapers, magazines, and radio broadcasts, with government officials, school staff and students, military police, defense units, and law enforcement officers playing leading roles. The core objective of the Government-General’s Forest Cultivation(愛林) Ideology was to induce a sense of "collective awakening" among civilians to prevent acts of forest destruction in advance. From the 1930s onward, as Forest Cultivation(愛 林) Associations were organized at the village level, these propaganda activities became even more intensified. In particular, the leadership of these associations encouraged residents to deny their traditional way of life, leading them to engage in self-censorship. The strong guidance and surveillance carried out under the pretext of forest "protection" created a rigid atmosphere, disrupted daily life, and escalated into coercion and violence.
