This study explores the concerns of various stakeholders regarding the Neulbom Elementary Schools policy and proposes policy recommendations that address these concerns. To achieve this, news articles related to “Elementary Care Classrooms” and “Neulbom Schools” were collected and analyzed using text mining techniques(TF-IDF, LDA). The results revealed the following major issues: five for educational authorities, including the expansion of Neulbom Elementary Schools; five for teachers, including the placement of Neulbom staff; three for Neulbom staff, including enhancing job security; and five for parents, including the demand for expanding Neulbom Elementary Schools. Based on a comprehensive analysis of these concerns, five policy recommendations were proposed: building teacher consensus on the Neulbom Elementary Schools policy, establishing a Neulbom staff management system, reorganizing administrative structures, and providing high-quality educational programs and safe care services that meet learners’ needs.
