The purpose of this study is to analyze the factors influencing the choice of policy instruments by local governments. Local government funded organizations serve to promote public welfare by leveraging private sector expertise. While the number has been steadily increasing, existing studies have focused on the challenges encountered in the establishment and operation of these organizations, without adequately considering the reasons behind their choice. This study conducts an empirical analysis of the factors influencing the choice of these organizations from the perspective of policy instrument. Based on discussions around quasi-governmental organizations, which provide the theoretical foundation for local government funded organizations, this study identifies key factors affecting policy instrument choice. These factors have the contrasting perspectives of instrumentalism and public choice theory regarding government decision-making. To measure the level of policy instrument choice by local governments, the amount of financial support for government funded organizations is used as the dependent variable. The analysis reveals that local governments' resources, environmental context, and political factors can influence the choice of government funded organizations as policy instruments. These findings suggest that local governments' choice of these institutions is not solely based on administrative efficiency but is also shaped by a complex set of factors, including political considerations.
