Storage planning is essential in supply chain management. If the company can find the optimal process and sufficient inventory, it can simultaneously improve customer service and internal operating efficiencies. This paper presents a disbursement and storage-planning framework for selecting the best model to provide minimum working time and travel distance and reduce the number of customers waiting in front of the pick-up area during the three periods. This framework comprises three stages that take into account the 3Es of sustainability: environmental sustainability, economic sustainability, and social equity. Event data analysis can be used for the study period, explanatory models for the number of materials disbursed from forecasting methods and work processes, and evaluation models can be used for optimal solutions. Furthermore, we propose a method to reduce the number of waiting customers. The results of the proposed framework represent the best forecasting method and an optimal working process. This approach assists in the systematic selection of the best model. Additionally, a logistics planner can use this framework to support storage planning and disbursement processes during other event periods.
