The purpose of this study is to suggest ideas for policy decision-making way to derive the organization form(type) and essential subjects that are the most suitable for operating and managing the Taekwondo Promotion Foundation, the Taekwondo public institution. To achieve the study objective, related literature materials were collected to identify the significance and the flow of the general trend and the functions and forms(types) of the organization as well as the main works according to each period were investigated and analyzed. The basic frame for the analysis was the organizational autonomy theory by Young-Han Chun(2014), which applies contextual factors in classification on the form and the type of the organization and in policy-making in the future according to the level of politicization and marketization. The study results and the conclusion can be divided into two parts. First is regarding the ideas for policy decision-making in which the level of marketization and politicization of the Taekwondo Promotion Foundation and four contextual factors in terms of values, technologies, history and culture were reviewed and analyzed and it was concluded that quasi-sovcom of relatively low level of marketization would be suitable for the organization form(type). Second is regarding subjects for developing policy decision-making. Developing killer contents or programs and adopting promotional marketing techniques using symbols; providing exclusive business on the governmental level; and organizational integration with the Kukkiwon were suggested.
