This study conducted a critical review focusing on the evaluation system, which is the standard for measuring the performance of the national balanced development project. Regarding the balanced development policy, previous studies have conducted research focusing on the Special Act on Balanced Development and the Special Account for Balanced Development, starting with the participatory government. However, this study classified and examined balanced development policies by period from the time the Korean government was launched before the participatory government to the present, including the economic development plan and the national land development plan. In addition, the basis for the concept of balance that was not defined until the special law for balanced national development was explored through legal reviews such as the Constitution, the Local Autonomy Act, and the Framework Act on National Territory. In particular, this study analyzed the limitations that appear in the evaluation system, focusing on the evaluation guidelines for evaluating balanced national development projects, and presented four limitations and improvement measures. Specifically, the evaluation criteria for all projects are applied collectively despite the need to understand the characteristics of the autonomous region, the evaluation results may show errors between evaluation grades, the ambiguousness of the actual budget, and various indicators for performance.
