The increasing intensity of rainfall due to global warming is increasing the vulnerability of people living in semi-basement houses to urban flooding. To address this issue, the Seoul Metropolitan Government has announced a policy to assist in relocating underground residents to the ground floor. However, to effectively mitigate the flood risk of semi-basement houses and facilitate the relocation process, adopting a proactive approach that reflects various urban spatial factors is important. Therefore, this study aims to evaluate the flood risk of individual semi-basement houses in Seoul by analyzing the physical environment, population, and socio-economic factors. This study will also suggest flood risk mitigation measures based on a detailed index analysis. The analysis of the Flood Vulnerability Index of all semi-basement houses in Seoul shows that the flood-vulnerable semi-basement houses are significantly concentrated in Dobong-gu and Eunpyeong-gu. Moreover, the analysis of the flood-prone areas in Dobong-gu and Eunpyeong-gu using the detailed indicators shows that Dobong-gu has a relatively high Exposure Index and Physical Vulnerability Index value. In contrast, Eunpyeong-gu has a relatively low Social Resilience Index. Therefore, Dobong-gu should prioritize reducing physical vulnerability and flooding exposure, while Eunpyeong-gu should focus on improving social resilience. This study contributes by analyzing flood vulnerability at the level of individual semi-basement houses, reflecting their urban spatial characteristics. Furthermore, this study provides basic data that can help local governments develop flood risk reduction policies based on the evaluation characteristics of semi-basement housing.
