The international order has witnessed notable changes following the intensification of the U.S.-China strategic competition after the COVID-19 pandemic and the emergence of a post-globalization and new Cold War-like order in the aftermath of the Russo-Ukraine war. These global shifts have significantly impacted the established identities of nations that emerged in the post-Cold War era and have become driving factors behind the re-armament of war-renouncing nations such as Germany and Japan. Japan’s re-armament, in the era of complex competition marked by strengthened strategic cooperation among China, Russia, and North Korea, is projected to accelerate the arms race in Northeast Asia and deepen security dilemmas. Additionally, the changing concept of allies in international politics, leading to alterations in national security strategies, requires particular attention as it can disrupt regional power balances and increase the potential for military conflicts. In the midst of recent intensifying strategic competition between the U.S. and China, the U.S.-Japan alliance is being further strengthened based on a new identity and accelerating Japan's rearmament in a transitional situation where cross-strait conflict and military threats from North Korea are escalating. Therefore, this study examines the trends and implications of Japan’s re-armament based on recent changes in the international order. It explores the evolving process of U.S. East Asian strategy and Japan’s security policy developments since the Abe cabinet, providing an analysis of the implications.
