The purpose of this study is to enhance the quality of social welfare services by identifying factors that influence organizational commitment of social workers. In order to attain the purpose, a population survey was conducted among social workers in Gyeongsangbuk-do Province. A total of 185 social workers were recruited from 14 social welfare centers in Gyeongsangbuk-do Province. After excluding careless survey responses, 178 valid responses were eventually used for data analyses. Key findings were as follows. First, all the subfactors of empowerment tested—self empowerment, member empowerment, and client empowerment—had significant effects on organizational commitment. Second, some of the subfactors of job training satisfaction level—training contents, training environment, and qualification of training instructors—did not significantly affect organization commitment. Third, in general social characteristics, significant differences in age, final education, and average salary were verified. Based on these research results, policy and practical measures were proposed to improve the quality of social welfare services by increasing the organizational commitment of social workers.
